The problem
A tag swap can turn your luggage into someone else's crime scene.
In May 2026, a CTV W5 investigation identified at least 17 innocent Canadian travelers detained in foreign countries after their baggage tags were swapped onto suitcases filled with drugs. Sixteen of those 17 cases originated at Toronto Pearson.
The criminals are insiders: baggage handlers and ramp workers. The tag swap takes seconds in restricted cargo areas. Six baggage and ramp workers were arrested at Pearson in the past year. Many more cases remain undetected.
The standard advice, put a tracker in your bag, turns out to be what the smugglers are doing too. The same investigation found AirTags hidden inside drug bags, used by smugglers to know when to intercept them before they hit the carousel. Read CTV W5 reporting.
Why a tracker isn't enough
Trackers tell you where a bag is. They don't prove which bag was yours at check-in. That is the legal question when a traveler is detained abroad.
